Citizens of Minneola:
As you are aware, the City of Minneola has started a major waterline project. This project will be going on through the beginning of next year. Adding to the waterline project, the City will be starting a streetscape project in July or August for the third block of Main Street and Locust Street.
With these projects, there are a lot of construction vehicles and open holes that are being used. The contractor is coning off and/or fencing off the holes to help alleviate any accidents and the holes cannot be avoided. Please be careful around the open holes and do not let your children play around them.

MINNEOLA CITY COUNCIL MEETS June 21, 2021
The Minneola City Council met in regular session June 21, 2021, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following council members present: Carol T., Marvin Jensen, Shawn Conard, Wesley Orr, and Dustin Laudick. Mayor Carol Sibley presided.
Wesley made a motion to go into executive session for 50 minutes for consultation with Attorney Morgan Koon for attorney-client privileges, Marvin seconded, motion passed 5/0. Executive session began at 7:05 pm and the council came out of executive session at 7:55 pm. Shawn made a motion for Attorney Koon to proceed with negotiations on the land, Carol T. seconded, motion passed 5/0.
Attorney Koon left the meeting at 8:00 pm. Alan Luttrell, EBH arrived at the meeting at 8:00 pm.
Alan Luttrell, EBH reviewed pay estimate #1 and #2 submitted by APAC for the waterline project. Alan listed the steps that must be taken in order for a pay estimate to be approved including the review and signatures, material on hand to then material used, and that the City has to use all of our bond money prior to using the grant dollars. Marvin made a motion to approve Pay Estimate #1 and #2, Wesley seconded, motion passed 5/0.
Alan Luttrell also advised the Council that delivery of materials is a problem due to COVID. He stated that only 30-33% of the fittings have been delivered and there are some materials that have not been received at all.
There will be a waterline progress construction meeting tomorrow at 9:00 am. Alan passed out the agenda and covered the items listed including: work that has been done, well #4 and #6, SCADA system, well house #4 and #5 buildings, and how changes to the project will be handled.
Alan Luttrell left the meeting at 8:35 pm.
Minutes of the May 17, 2021, meeting previously mailed out was reviewed. Marvin made a motion to approve the minutes as written, Wesley seconded. Motion passed 5/0.
Computer print-outs showing the financial status for the month of May were reviewed. Carol T. asked for the swimming pool income vs. expenses be brought to next month’s meeting. There were no further questions.
Unfinished Business:
The Streetscape project was scheduled with a late start date of July 19, 2021. The delay in the project is due to the State. There is no date for the preconstruction meeting, so the July 19 date may not happen.
Carol S. invited city employees and council to a cook-out July 9 at her house.
New Business:
Richard Borth would like to sell fireworks again this year. Wesley made a motion to approve the permit, Dustin seconded, motion passed 5/0.
The City received a dividend check from EMC Insurance.
Carol Sibley asked for approval for Dona Esplund and Anita Rooney to be re-appointed to the Housing Authority. Wesley made a motion to approve the re-appointments, Marvin seconded, motion passed 5/0.
The fire department plans to put on the July 4th fireworks show again this year and have their insurance in place. It will be by the football field and start around 9:30 pm.
