MINNEOLA CITY COUNCIL MEETS                                                September 21, 2026

The Minneola City Council met in regular session on September 21, 2026, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Marvin Jensen, Dustin Laudick, Chad Kirk, Debbie Buckley, and Galen Rankin. Mayor Sibley presided. Also present was Tyler Knox, City Manager, and Brenda Stewart, City Clerk.

Greg Bradford proposed adding a nine-hole disk golf course to the Community Park. He provided pricing from Dynamic Disks and installation by Building Solutions. The City would be responsible for mowing and trimming. He is applying for grants and asking several organizations for financial support. The Council approved the course.

Joel Krosschell, EBH, met with the Council for close-out of the Magnolia Street project. He said EBH will fix the issue with the corporations. He also mentioned that several corporations are under concrete near the cul-de-sac. Joel and Tyler are working on resubmitting the grant application for the South Poplar Street.

Marvin made a motion to approve the minutes from August 24, 2026, Debbie seconded, motion passed 5/0.

Financial Reports for August 2026 were reviewed. The street budget for 2026 has been spent so we cannot make any further purchases for streets. Brenda explained JE 83 and the distributions. There were no questions.

Manager Update:

  • We are done chip sealing for 2026. Tyler handed out an estimate for 2027. 2027 will be the North-South streets on the East side of town. We learned this year by using emulsions, we must crack seal first or the weeds grow back through the new chip sealing.
  • Magnolia Street is complete with Smoky Hill. EBH will fix the corporations. Tim Volz has water available to two houses and one of the connections is on. Kansas Gas plans to be done by the end of October.
  • We have had several small water leaks. Bucklin brought their hydrovac over to help dig them up. We will send one guy over to Bucklin tomorrow to help with their water leak.
  • We are working on adding drip lines for the trees in the 3rd block of Main Street. We can use the meter cans that are not in use at 306 S. Main and 331 S. Main.
  • There is a roller packer on Big Iron auctions. The Council agreed that Tyler should place a bid on it up to $1,000.

The City and Council are helping with the Den meal for the youth on September 30. Everyone should be there by 6:15. The City is supplying pizza, cookies, and water.

The results were handed out to the Council on the Hwy 54/283 intersection survey. We had a 30% return and 81% of the citizens asked that either stop signs or stop lights be placed at the intersection. The Council asked that a letter be mailed to KDOT Dodge City.

Fall clean up will be from Saturday, October 10 through Monday, October 19. The fall cleanup is with dumpsters out at the tree pit. Northend is scheduled to replace the trash dumpster several times during the week.

Toby Scott met with Tyler about adding lights and electrical in the Veteran’s Park. Tyler discussed the two quotes that were requested. We have not received the quotes. Several of the grants we plan to write need a copy of these quotes.

Tyler showed a picture of how Conex boxes can be used as the sides for an open storage building. The cost to add the rafters and roof is $19,500. We have one Conex box but would have to purchase a second one. The Council agreed that this might be a good idea in the future.

Tyler went to the last County Commissioner’s meeting. The tax sale has been approved. Initial letters are being sent out. The sale should happen sometime in December.

The bills were reviewed. Marvin made a motion to approve the bills as presented including EBH’s bill from last month, Debbie seconded, motion passed 5/0.

Marvin made a motion to adjourn the meeting, Debbie seconded, motion passed 5/0. The meeting adjourned at 8:25 pm.
