MINNEOLA CITY COUNCIL MEETS                                                July 20, 2026

The Minneola City Council met in regular session on July 20, 2026, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Dustin Laudick, Chad Kirk, Debbie Buckley, and Galen Rankin. Mayor Sibley presided. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.

The RHID Magnolia Street hearing was called to order at 7:01 pm. There were no questions or comments. The hearing was closed at 7:05 pm.

Galen made a motion to approve the minutes from June 15, 2026, Dustin seconded, motion passed 4/0.

Financial Reports for June 2026 were reviewed. Brenda mentioned that after the audit, funds were transferred to Equipment Reserve, Capital Improvement, and Highway (Reference JE 82). Sales Tax was also discussed. There were no further questions.

Manager Update:

• Our pool manager and assistant manager switched spots. Everything else is running smoothly.
• Both maintenance guys got their CDL’s so we are preparing to chip seal. We are going to get someone from the manufacture of the oil truck to come and assist for our first block and show us how the oil truck works. Tyler found out that our truck cannot get MC-800 oil because it must hold 2000 gallons, ours only holds 1700. We are going to try emulsions which has water instead of diesel in it.
• Magnolia Street is completely paved. The contractor is working on one crack at a manhole and on a storm drain. Gas and electric will be installed when houses go in.

Kerri Baker and the Greensburg group will be here Thursday filming for advertising the City, Schools, and daycare.

Street sweeping has been very difficult especially without the right equipment. Tyler received several bids from two companies on used street sweepers. Red Manufacturing has a Ravo and Key Equipment has a Pelican. Centera Bank provided quotes for leasing and had a better interest rate than the companies. The Council asked Tyler to see if the companies can bring down the sweepers to demo. Dustin made a motion for Tyler to proceed with purchasing the street sweeper out of the top two choices selected at the Council meeting, Debbie seconded, motion passed 4/0.

The Council reviewed an Ordinance from Medicine Lodge about citizens directly mowing or blowing grass clippings into the curbs and streets. They ask Brenda to contact Ashland and get a copy of their ordinance and then write an ordinance up for next month’s meeting.

Solar speed limit warning signs were reviewed. They currently would be placed on Hwy 54. In the future, we can evaluate the effectiveness and may add them to Hwy 283. Galen made a motion to proceed with purchasing 2 signs, Chad seconded, motion passed 4/0.

Prime Craftsmen Homes ribbon cutting ceremony was visited by Carol, Galen, Tyler, and Brenda. We were disappointed in what we saw. The company informed us that the homes viewed were for Section 8 housing. They have forwarded additional drawings and spec sheets. They will have additional homes to view in 45-60 days. It was agreed to revisit them when non-Section 8 houses are ready to be viewed prior to any negotiations.

Tim Volz is interested in purchasing lots and building homes. The Council gave Carol permission to negotiate the prices with Tim. Contracts will be available soon.

Howard provided a Clark County Voting Map.

The 2027 Proposed Budget was reviewed and hearing dates were discussed. Chad made a motion to approve the proposed 2027 Budget and to move the August Council meeting to August 24 in order to meet the RNR hearing requirements, Galen seconded, motion passed 4/0.

The Council approved Tiffany Norton to a 4-year term on the Minneola Housing Authority.

A standard real estate purchase agreement was passed out. The Council was asked to review it and contact Brenda if any concerns.

The bills were reviewed. Galen made a motion to approve the bills as presented, Chad seconded, motion passed 4/0.

Dustin made a motion to adjourn the meeting, Debbie seconded, motion passed 4/0. The meeting adjourned at 9:42 pm.
