MINNEOLA CITY COUNCIL MEETS                                                October 20, 2025

The Minneola City Council met in regular session on October 20, 2025, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Marvin Jensen, Dustin Laudick, and Chad Kirk. Mayor Carol Sibley presided. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.

The Council and guests went outside to look at the oil truck that was purchased and then returned inside.

Luis Miramontes discussed the sidewalk not being repaired after a waterline leak was fixed. He has met with the Council before on this issue and it was not fixed. Luis also discussed the amount of sand that accumulates at his gutters when the state puts sand down on the highway. The City will fix the sidewalk and help with the sand located in the Scout Hut park.

Howard Wideman brought to the attention an annual dinner for the SW Community Foundation and he also discussed mill levies. Discussion continued about districts and re-districting of Clark County and Wind Farm distributions. The Council asked Brenda to get information about the districts and wind farm distributions.

Marvin made a motion to approve the minutes from September 15, 2025, Chad seconded, motion passed 3/0.

Financial Reports for September 2025 were reviewed. Brenda went through JE #79. There were no questions.

Manager Update:

  • Chip Sealing will not be done this year because the weather has gotten too cold. But with the oil truck, we can start next Spring when the weather warms up.
  • Marvin made a motion confirming purchasing the oil truck from Big Iron, Dustin seconded, motion passed 3/0
  • 7 I Am church paid for half of the carpet cleaning at the Civic Connection.
  • We have not heard from the three grants that we have applied for.
  • We have not received bids for the trailer mounted boom lift.
  • The Minneola north and south sign lights are broken. Toby Scott Electric provided a bid to replace them with LED lights. Chad made a motion to accept the bid, Dustin seconded, motion passed 3/0.
  • We sold two additional lots where Cedar Street was vacated. The money was put into a separate coded account.
  • Segio has been signed up for a water/wastewater class. Ethan will be attending the CDL Class in McPherson.

The certified code letter for the trailer at 109 Maple Street was returned undeliverable. The Resolution has been published two times so the hearing will be held in November.

Tyler and Brenda have been alternating going to the County Commissioners meeting. We have continued to ask about a tax sale with nothing happening. The County Attorney, Clay Kuhns, has stated he is busy.

With the bulletin boards being taken down at the post office, we need a place to post notices for the City. Tyler found a lockable, weather proof case that has a base pole and top to match our light poles and will fit on the sidewalk between City Hall and the Civic Connection. It was ordered today.

Reality U is a realistic mock up for students to see how finances play a role after graduation. Chad made a motion to donate $500, Dustin seconded, motion passed 3/0.

Brenda passed out a graph showing pool income vs. guard salaries. There was a decline in attendance until the last two years.

Bids from INA Alert for security cameras outside City Hall and the Civic Connection were reviewed. An alternate bid for two cameras inside the Civic Connection was also reviewed. Although expensive, it was decided to go with the commercial grade system. Further discussion ensued about grants, the Civic Connection being our emergency storm location, liability, security, and donations. Marvin made a motion to approve both cloud-based systems along with looking for assistance, Chad seconded, motion passed 3/0.

Dustin made a motion to pass Resolution 2026-R06 that the City would partner with the Minneola Housing Authority on a grant, Marvin seconded, motion passed 3/0.

Dustin made a motion to appoint Dona Esplund and Melissa Cole to the Housing Authority for four-year terms, Marvin seconded, motion passed 3/0.

A brochure from Great Plains was passed around about their workshop on October 29.

KOMA information was distributed to the Mayor and Council.

Tyler will call Joel from EBH Engineering concerning the status of the Magnolia Street contract and when we need to start the bond process.

The City was scheduled to provide food for the Den on Wednesday, October 29. Brenda will confirm.

During the Commissioner meeting, Brenda inquired about the emergency 911 system. Commissioner Daily confirmed it is true that Meade County now handles all dispatching for Clark County. The Council also stated that the Clark County jail has also been shut down.

Traffic speed monitors were reviewed. We will keep the information but hold off at this time.

The bills were reviewed. Marvin made a motion to approve the bills as presented, Dustin seconded, motion passed 3/0

Dustin made a motion to adjourn the meeting, Chad seconded, motion passed 3/0. The meeting adjourned at 9:08 pm.
