MINNEOLA CITY COUNCIL MEETS                                                May 4, 2026

The Minneola City Council met in special session on May 4, 2026, in the Civic Connection. The meeting was called to order at 5:00 p.m., with the following Council members present:  Dustin Laudick, Debbie Buckley, and Galen Rankin. Mayor Carol Sibley presided. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.

The purpose of the special meeting was to have a meeting with Financial Advisor Larry Kleeman, Ranson Financial, concerning temporary notes and future bonding for the RHID development.

Larry Kleeman presented financial paperwork and breakdowns to obtain temporary notes. The temporary notes would be for 3 years and then convert to bonds. Brenda will get with Kevin Cowan, Gilmore Bell, concerning Phase 2 paperwork for the temporary notes and Resolution 2026-R01 that was passed on April 20, 2026.

A petition was read by the Council requesting the improvements be made for Magnolia Street. Galen made a motion to approve the petition, Dusting seconded, motion passed 3/0.

Resolution 2026-R02 was reviewed for the advisability of making improvements and authorization of the improvement. Dustin made a motion to approve Resolution 2026-R02, Debbie seconded, motion passed 3/0.

Resolution 2026-R03 was reviewed authorizing the sale of GO Temporary Notes, Series 2026.   Debbie made a motion to approve Resolution 2026-R03, Galen seconded, motion passed 3/0.

The bids will go to Larry and then we will recess the May 18 meeting until June 1, 5:00 pm, to review the bids.

Dustin made a motion to adjourn the meeting, Debbie seconded, motion passed 3/0. The meeting adjourned at 5:31 pm.
