MINNEOLA CITY COUNCIL MEETS                                    September 20, 2021

The Minneola City Council met in regular session September 20, 2021, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following council members present: Carol Tedford, Marvin Jensen, Wesley Orr, and Shawn Conard. Mayor Carol Sibley presided.

Alan Luttrell, EBH, reviewed pay estimate #5 submitted by APAC for the waterline project. Wesley made a motion to approve Pay Estimate #5, Marvin seconded, motion passed 4/0.

Alan then gave an update of the waterline project. Fixing the South well is still 2-3 weeks out. The next progress meeting will be on 9/21 at 9:00 am.

Minutes of the August 23, 2021, meeting previously mailed out was reviewed. Marvin made a motion to approve the minutes as written, Carol T. seconded. Motion passed 4/0.

Computer print-outs showing the financial status for the month of August were reviewed. There were no questions.

Unfinished Business:

Patrick Williams gave a Streetscape Project update. The project is not going as planned. There is a meeting scheduled for Wednesday, 9/22.

The City is providing the Den Meal on September 29 at 6:15 pm.

New Business:

The Council discussed the parking on lawns Ordinance 2021-05. The Council decided to table the ordinance.

The Council/Employee Christmas Party is scheduled for December 18.

The Den project was reviewed. Deb Bruner filed for a grant to help with the funding. The steel will be delivered on 9/30. The City has not heard when Building Solutions will start the project.

Patrick presented a letter from the school concerning EMS’s failure to respond. Deb Bruner also expressed concerns on behalf of the hospital concerning the current quality of EMS service and lack of communication form the EMS director and medical director.

Patrick, on behalf of the hospital, requested that the tornado sirens be set off on September 16th at noon.  This email was confirmed by Millie but the sirens never went off. Another email was sent but was not responded to. The tornado sirens then went off on September 17th at 10:00 am.

Marvin made a motion to go into executive session for 30 minutes to discuss the acquisition of real estate, Wesley seconded, motion passed 4/0. Council recessed into executive session at 8:15 pm with the Mayor, City Manager, and Maintenance present. Council came out of executive session at 8:45 pm. The Council agreed to make a counter offer to the land owner.

Bills Submitted for Approval

Wesley made a motion to approve the bills as presented, Carol T. seconded, motion passed 4/0.

Carol T. made a motion to go into executive session for 30 minutes to discuss personnel matters of non-elected personnel, Marvin seconded, motion passed 4/0. Council, Mayor and City Manager recessed into executive session at 9:05 pm. Executive session ended at 9:35 pm. The Council appointed Tyler Knox as the new City Manager when Patrick retires next year.

Shawn made a motion to adjourn the meeting, Wesley seconded, motion passed 4/0. Meeting adjourned 9:40 pm.
