MINNEOLA CITY COUNCIL MEETS                                    May 17, 2021

The Minneola City Council met in regular session May 17, 2021, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following council members present: Carol T., Marvin Jensen, Shawn Conard, and Dustin Laudick. Mayor Carol Sibley presided.

Minutes of the April 19 and April 22 meetings previously mailed out were reviewed. Marvin made a motion to approve the minutes as written, Dustin seconded. Motion passed 4/0.

Computer print-outs showing the financial status for the month of April were reviewed. There were no questions.

Guests

Alan Luttrell, EBH, met with the Council. Alan stated that APAC moved in last week and started work last Thursday on the waterline project. The City, EBH, and APAC held a kick-off meeting last week so that everyone is on the same page. Alan handed out a resume for EBH’s Project Inspector. Rural Development requires that the City approve the inspector. Dustin made a motion to approve Rich Guffey as the EBH Project Inspector, Shawn seconded, motion passed 4/0.

Unfinished Business:

Citywide Garage Sale will be June 5.

The deadline for signing up for the elections is June 1, 12:00 pm.

New Business:

The City will be sponsoring the Den Meal for the kids on May 19. Pizza and dessert have been ordered. Shawn and Marvin volunteered to help serve.

American Rescue Plan Act is federal money being distributed to cities and counties. There are rules of where the money may be spent but one of the options is on infrastructure. Half of the funds will be distributed this June and the other half in 2022. It has been recommended that we hold off using the money because more changes are expected. We have until 2024 to use the funds.

Jim Nelson’s high school class will be presenting their final reports on the projects they have been working on, on Wednesday, May 19, at 12:15 at the high school. Everyone is welcome to attend.

Yearly appointments for positions within the City were reviewed. Carol T. made a motion to approve the appointments, Marvin seconded, motion passed 4/0.

Resolution 2021-R04 was presented to waive the annual requirement of the GAAP 2021 – Generally Accepted Accounting Principles and fixed asset accounting. Carol T. made a motion to pass Resolution 2021-R04, Shawn seconded, motion passed 4/0.

Patrick Williams recommended Dorothy Bremer as our new code officer. Dustin moved to approve this appointment, Shawn seconded, motion passed 4/0.

Cottonwood Street was reviewed. Our Attorney is still working on it with Mr. Rooney’s attorney.

Carol S. would like to hold a cook-out for councilmen and employees. The date selected was July 9.

Bills Submitted for Approval

Marvin made a motion to approve the bills as presented, Carol T. seconded, motion passed 4/0.

Marvin made a motion to adjourn the meeting, Dustin seconded, motion passed 4/0. Meeting adjourned 8:02 pm.
