MINNEOLA CITY COUNCIL MEETS October 21, 2024
The Minneola City Council met in regular session on October 21, 2024, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Dustin Laudick, Chad Kirk, and Debbie Buckley. Mayor Carol Sibley presided. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.
Dustin made a motion to approve the minutes from September 16 and September 30, 2024, Debbie seconded, motion passed 3/0.
Financial Reports for September 2024 were reviewed. There is only $183.56 left in the Enel Assistance Fund, and it would be good to close it out by the end of the year. Chad made a motion to give the remainder to the Minneola Fire Department for their Christmas Fund for the children, Dustin seconded, motion passed 3/0. The funds for the kiosk will be moved to the general fund. Once it is installed, we will have to have the electrical run. We have spent the ARPA funds and Brenda will get with Ranson Financial to submit the final paperwork. There were no further questions.
Manager Update: • The Lead & Copper Survey was submitted. Now we have to send a brochure out to citizens, that the EPA calculations listed, within the next month. It appears more rules and regulations will become active in 2027. • The Civic Connection kitchen lights have been replaced. Stegman Electric came down the day the Seniors were having their party, so Tony had to make another trip. • The City has been reimbursed for the park cameras, but they require internet. We were told that internet was not required. It would take approximately $100 a month to have internet in the park. The Council asked Tyler to contact the Den and Ideatek to see what can be worked out. • The Matt Cox deed, for the lot South of his property, was received and registered with the County. • Mayer Specialty cleaned 5,257 LF of sewer lines last week and also the lift station. One manhole needs to be fixed.
The status of the RHID Sunrise Addition, Magnolia Street Development, was reviewed. Brian Marshall, Building Solutions, stated that Volz has decided not to be the developer, but Building Solutions would still like to bid on the infrastructure. He also recommended that the City put some restrictions on what can/cannot be built. Carol let everyone know that we have a new contractor interested and Tyler, Brenda, and she met with them this morning.
The final RHID Sunrise Addition Cedar Street Bids were opened and reviewed. Chad made a motion to accept the bids received and to have the deeds written up, Debbie seconded, motion passed 3/0. Brenda will send letters to the bidders. The Sunrise Addition Block 3, Lot 6, Lot 5 South 75’, Lots7, and Lot 8 will be published and will go out to open bid.
Unifirst revised rates again. Debbie made a motion to stay with Unifirst with the revised rates, Dustin seconded, motion passed 3/0. Great Plains Development is having a Zoom meeting on October 24 to review funding opportunities. The information was given to Carol.
Delta Dental Insurance offered two plans, and these were presented to the Council. Dustin made a motion to proceed with plan #1 and to include families, Chad seconded, motion passed 3/0.
Brenda will be on vacation October 24-30 and Carol Tedford will be filling in.
Brenda will travel to Pratt on November 7 to review our current Health Insurance.
The Council agreed that some changes need to be added to the weed ordinance, and we will review and approve an Ordinance in the spring.
Tyler completed and passed the ICS 300 class.
Tyler mentioned that Ashland is replacing their street sweeper. Their current one, the water tank is cracked. The Council asked Tyler to find out more information about the old one and the costs and also start looking at used ones.
The Employee and Council Christmas Party will be held December 14 at 6:30 pm.
Bills were reviewed. Debbie made a motion to approve the bills as presented, Chad seconded, motion passed 3/0. Brenda reminded everyone about the MASA coverage.
Debbie made a motion to adjourn the meeting, Chad seconded, motion passed 3/0. The meeting adjourned at 8:48 pm.
