Our City Council meets the third Monday of every month at City Hall starting at 7pm. The general public is welcome to attend.
Councilmen are elected for a four year term. The Mayor is elected to a two year term.

MINNEOLA CITY COUNCIL MEETS August 21, 2023
The Minneola City Council met in regular session on August 21, 2023, in the Civic Connection. The meeting was called to order at 7:02 p.m., with the following Council members present: Marvin Jensen, Dustin Laudick, Chad Kirk, and Debbie Buckley. Mayor Carol Sibley presided. Also present were Tyler Knox, City Manager, and Brenda Stewart, City Clerk.
City Attorney Dan Love discussed the condemnation hearing for the property at 103 Maple and confirmed that the official notice was published in the Clark County Gazette on July 6 and July 13, 2023.
Debbie made a motion to go into executive session for Attorney-Client privileges for 15 minutes, Dustin seconded, motion passed 4/0. The Council went into executive session at 7:30 pm with the Mayor, City Manager, City Clerk, Attorney Love, and Code Officer Bremer present. Regular session resumed at 7:45 pm. Debbie made a motion to continue the executive session for 10 minutes, Dustin seconded, motion passed 4/0. The regular meeting resumed at 7:52 pm. The Council asked Attorney Love to write a response letter to J & T Ventures Attorney concerning their property at 116 W. Front, 107 N Main, 000 N Main.
Marty & Jennifer Denison met with the Council in regard to their property at 408 W. Locust. The detached garage area has been completely remodeled into a livable small house. They plan to demolish the main house and bring in a stick-built house. Discussion about splitting the lot, water line & meters, and sewer were discussed. Brenda will provide information to them about the zoning regulations.
Cody Buller was not present, but burning regulations in the Minneola City limits were reviewed with the Council. Most outdoor burning is prohibited by Ordinance 2015-08 which is on file at City Hall.
Howard Wideman, County Commissioner, discussed trailers parked on the streets and that they are a hazard to citizens and kids going to school. The kids cannot stay off to the side of the street with trailers in the way and then they have to swerve into the middle of the street to get around them. The Council asked Tyler to talk to residents and for Brenda to review current codes or revise codes and present them at the next meeting.
Marvin made a motion to approve the minutes from July 17, 2023, Dustin seconded, motion passed 4/0.
Computer printouts showing the financial status for the month of June were reviewed. There were no questions.
Paperwork has been sent to Attorney Koon to write up the temporary and permanent easement deeds for the CCLIP project. EBH had to submit for approval to KDOT and the City, the amount of engineering/inspection hours. The City asked EBH for a cost with those hours and was informed by KDOT that costs are submitted after the hours are approved. Tyler approved the hours.
The pool closed early for the season on August 9. There are several items that will need to be fixed including the chlorine booster pump. The Council asked Tyler to get a quote on a solid awning to be able to compare it to the fabric awnings. The Council agreed to open the pool manager position and seasonal help position up for applications.
Dustin made a motion to go into executive session for 30 minutes to discuss personnel matters of non-elected personnel, Chad seconded, motion passed 4/0. The Council went into executive session at 8:25 pm with Mayor, City Manager, and City Clerk in attendance. Regular session resumed at 8:55 pm. The Council agreed to have personnel work on obtaining their water certification in lieu of taking the CDL class.
Reminder that the September 18 Council meeting is very important. The City will hold the RNR hearing, pass the RNR Resolution, hold the Budget 2024 hearing, and pass the 2024 Budget. Brenda notified the Council that we received Clark County’s notifications about the different RNR hearings that will be held.
A letter presented to Appleton Township Board from Howard Wideman was passed around and will be on file at City Hall.
A list of possible street names, for the Cottonwood RHID project, were reviewed. The Council selected “Magnolia Street” for the east street and “Cedar Street” for the west street. The Council asked Tyler to contact Attorney Koon about the deed for the lot for Matt Cox.
Fall clean-up days have been set and the dumpsters will be located at the tree pit/recycle center area. They will be available only during regular open hours.

The City received a letter that Unifirst rates are increasing.
The 2023 Standard Traffic Ordinance book has been issued. Marvin made a motion to approve Ordinance 2023-04 passing the STO book, Chad seconded, motion passed 4/0.
The 2023 Uniform Public Offense Code book has been issued. Debbie made a motion to approve Ordinance 2023-05 passing the UPOC book, Chad seconded, motion passed 4/0.
Tyler and Brenda are alternating attending the County Commissioner meetings. Both gave updates from the meetings.
Tyler is having a Core & Main price out 2” water lines for the Veteran’s Park. We will rent a trencher and put the lines in ourselves.
Tyler is getting a quote to add an automatic transfer switch to the generator that runs City Hall & the Civic Connection. If City Hall has no power, we can’t see the SCADA system. Marvin made a motion to proceed if the bid comes in under $15,000 and to use ARPA funding, Chad seconded, motion passed 4/0.
We are waiting for Stegman Electric to price the electrical for the kiosk.
Tyler will call in, to Southern Pioneer, the streetlights that are out.
Marvin made a motion to approve the bills as presented, Debbie seconded, motion passed 4/0.
