MINNEOLA CITY COUNCIL MEETS April 21, 2025
The Minneola City Council met in regular session on April 21, 2025, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Marvin Jensen, Dustin Laudick, Chad Kirk, and Debbie Buckley. Mayor Carol Sibley presided. Also present was Tyler Knox, City Manager, and Brenda Stewart, City Clerk.
Luke Jaeger, Minneola citizen, presented an idea for the open lots on Spruce Street. Thoughts and suggestions were discussed. The Council liked the idea and asked Luke to look into it further and come back with a proposal. The Council thanked him for his vision and initiative for Minneola.
Marvin made a motion to approve the adjusted minutes from March 21, 2025, with changing the date in the first paragraph. Debbie seconded, motion passed 4/0.
Financial Reports for March 2025 were reviewed. There were no questions. Brenda noted that in the March/April 2025 Kansas Government Journal that everyone received, are the current mill levies for cities, counties, and USD. A spreadsheet was passed out showing Minneola mills and mills of other surrounding towns.
Manager Update:
Carol stated she spoke with Morgan Koon, Attorney, concerning Sunrise Addition. He plans to contact Ranson Financial about a few options.
Spring clean-up day will be April 26. Our code officer will be inspecting the town on the following Monday or Tuesday.
The community annual garage sale will be on June 7. Notices and sign-up sheets will be posted in May.
An After Prom thank you note was passed around for the Council to read.

A Snell-Nelson insurance spreadsheet, previously emailed out, for 4/1/25-4/1/26 insurance was reviewed. The City has added some items to the insurance in the last 6 years and some items have been deleted, but insurance costs have doubled in the last 6 years. The deductible for wind and hail is now $5,000, so it is not worth insuring some items. The Council asked Tyler and Brenda to review the insurance to see what can be deleted to try to lower costs.
In Municipal Court, Judge Whitney approved Resolution 2025-R01 for Court Case C22-01. If the property is not cleaned up by May 5, 2025, the City may proceed on May 6, 2025.
Carol sent an email to Appleton Township concerning the Norton Bond, and they will be dropping a check off at City Hall.
