Our City Council meets the third Monday of every month at City Hall starting at 7pm. The general public is welcome to attend.

Councilmen are elected for a four year term. The Mayor is elected to a two year term.

MINNEOLA CITY COUNCIL MEETS                                                February 17, 2026

The Minneola City Council met in regular session on February, 2026, in the Civic Connection. The meeting was called to order at 7:05 p.m., with the following Council members present: Dustin Laudick, Chad Kirk, Debbie Buckley, and Galen Rankin. Mayor Sibley presided. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.

Dalton Williams asked Tyler Knox to inquire about fireworks for Community Days. It would be sponsored by Community Days but run by the Fire department. The set up would be the same as July 4th and Community Day Committee would get the insurance. Dustin made a motion to approve the fireworks, Chad seconded, motion passed 4/0.

Dustin made a motion to approve the minutes from January 20, 2026, Galen seconded, motion passed 4/0.

Financial Reports for January 2026 were reviewed. There were no questions.

Manager Update:

  • The trailer at 109 Maple is currently being removed. The landfill bill will come directly to the City.
  • The pool caulking and tile replacement is not complete. They should finish within the next couple of weeks. They did find some problems with the deck and the cost of repair will be around $3000.
  • Building Solutions provided a quote to add a lean-to building and storage space on the City shop lot. At this time, we cannot afford what was quoted.
  • Brenda finished the yearly water report and we did not over pump well 4 and 5. The water loss ratio was down at 3.3%.
  • This last week we repaired 2 water leaks and the Snappy Stop water can has been repaired.

Sunrise Addition Review:

  • Kansas Gas does not bill for putting in the gas mains and services as long as 15 houses are built within 7 years.
  • Southern Pioneers quote was $111,799.19 to put the electrical in and it would be underground. This cost would need to be added to the bond.
  • The Council will need to prepare a Restrictive Deed. We need to look at the list of recommendations provided by Attorney Koon and then address the guidelines we want for Magnolia Street.
  • The preconstruction meeting will be on February 27, at 11:00 am, at City Hall.

Carol addressed the possibility of advertising with the LIFT group. They received a grant but could use additional funding to make the presentation more effective. The City could advertise the Sunrise Addition.

The dog kennels are built on the east side of the shop. Brenda passed around a sheet showing charges if the dog(s) was kenneled in Minneola vs. taking to Ashland Veterinary. The dog vaccination and tag clinic will be on February 28, 10 am-12 pm., at the old fire station.

Water rates are to be increased every other year per bond agreement. The rate should have been increased in 2025 but the water fund was maintaining its balance so it was not necessary. In 2025, we saw the balance decrease. Ordinance 2026-01 was presented increasing the base rate but leaving the usage rates the same. Galen made a motion to approve the ordinance, Debbie seconded, motion passed 4/0.

Christmas decorations for the Veteran’s Pak were reviewed. The sale ends the end of February. Chad made a motion to purchase the fishing penguins from Mosca Designs, Dustin seconded, motion passed 4/0.

Minneola Healthcare Foundation is putting on a fundraiser golf tourney. They sent out letters looking for sponsors. Galen made a motion to be a hole sponsor at $500, Debbie seconded, motion passed 4/0.

The League of Kansas Municipalities is offering a Leadership Academy one-day training. Galen and Debbie were interested. The Council agreed if anyone attended, the City would reimburse the associated costs.

Tyler presented information on a hot water pressure washer. He provided two bids for gas and for electric. Dustin made a motion to purchase the gas washer from Northern Tool for $4499.99, Chad seconded, motion passed 4/0.

Spring clean-up day will be April 25. Brenda will confirm if items should be placed in the alley or by the street.

Tyler will update the firmware on the lights in the Community Park this week, so that they will turn on.

We received financial funding from Appleton Township to help with the Norton ground bond. Carol mentioned that if the township needs help, we are willing to assist them if able.

We received a sponsorship request letter from the 2026 After Prom committee. Galen made a motion to gift $500, Dustin seconded, motion passed 4/0.

A thank you note from Debbie Buckley was read for the plant.

Tyler advised the Council that he placed a large order of brass supplies to restock our shelves. The overall cost will be broken up into 3 billings as materials arrive.

Dustin made a motion to go into executive session for 30 minutes to discuss personnel matters of non-elected personnel, Debbie seconded, motion passed 4/0. Executive session included Tyler and Brenda. Executive session started at 8:40pm. Council came out of executive session at 9:10 pm. Dustin made a motion to re-open the position for Pool Manager, Chad seconded, motion passed 4/0. The pool manager salary for the season was also reviewed.

The bills were reviewed. Chad made a motion to approve the bills as presented, Debbie seconded, motion passed 4/0

Debbie made a motion to adjourn the meeting, Dustin seconded, motion passed 4/0. The meeting adjourned at 9:20 pm.
