Our City Council meets the third Monday of every month at City Hall starting at 7pm. The general public is welcome to attend.

Councilmen are elected for a four year term. The Mayor is elected to a two year term.

MINNEOLA CITY COUNCIL MEETS                                                December 16, 2025

The Minneola City Council met in regular session on December 16, 2025, in the Civic Connection. The meeting was called to order at 7:00 p.m., with the following Council members present: Marvin Jensen, Dustin Laudick, Chad Kirk, and Debbie Buckley. Wesley Orr joined by phone. President of Council, Marvin Jensen, presided in the absence of the Mayor. Also present were Tyler Knox, City Manager and Brenda Stewart, City Clerk.

Drawings for the Holiday Spotlight, sponsored by the Minneola Business Association, were drawn this morning. The City winner of $25.00 of Minneola Bucks was Stan Rumbaugh. The Grand Prize winner of $100.00 of Minneola Bucks was Marie Acton.

Chad made a motion to approve the minutes from November 17, 2025, Dustin seconded, motion passed 5/0.

Financial Reports for November 2025 were reviewed. There were no questions.

Manager Update:

  • Security Cameras have been installed at City Hall and the Civic Connection. Tyler and Brenda will be trained for the online system in the near future.
  • The Christmas tree at the High School will be placed once Toby Scott installs the electrical. The school and City are splitting the costs.
  • The 30’ Christmas tree has some parts that need to be ordered. A big thank you to EGE for letting the City use their telehandler to install the tree.
  • The outside bulletin board is installed next to City Hall; this will be used for City Hall notices.
  • The trailer at 109 Maple will be removed in January.
  • Will Norton is in agreement that the deed for the ground reads incorrectly for what was agreed upon. We are waiting for a call back from Attorney Koon.
  • We applied for three grants and was not awarded any.
  • Building Solutions and ProFlo are redoing the urinals in the Civic Connection.

Don Paddock provided quotes to fix the tile and replace the caulking at the swimming pool. He stated he doesn’t have a timeline but would have the repairs done before the pool opened. Debbie made a motion to proceed with the repairs, Wesley seconded, motion passed 5/0. He also provided a quote to sandblast and repaint the pool. It was agreed to hold off for another year and have our personnel do touchup this year.

Chad made a motion to hire Ashley Tedford again as pool manager for 2026, Debbie seconded, motion passed 5/0. The Council agreed to pay an hourly rate for work done before the season and to leave the seasonal salary the same.

We met with our Marketplace agent and health insurance rates have increased. It is now better to go directly with BCBS than going through the market place. The Council agreed to go directly with BC/BS.

Snappy Stop provided their approved CMB License from the State. Now the City needs to approve it before giving him a license. Dustin made a motion to approve, Chad seconded, motion passed 5/0.  Paraiso has not received theirs back from the state but we can approve their CMB license for when it comes in. Dustin made a motion to approve Paraiso’s CMB license, Debbie seconded, motion passed 5/0.

The League of KS Municipalities is putting on monthly webinars that are relevant to Councilmembers. The Council agreed that if a webinar was attended, the City would reimburse the $25 fee.

The City Council meetings in January and February land on holidays. It was agreed to meet the Tuesday following for the meetings.

Tyler mentioned that he will be on vacation from December 25 through January 1.

Next week, we will be practicing the CDL driving course in the HS parking lot.

Dustin made a motion to go into executive session for 10 minutes to discuss personnel matters of non-elected personnel, Debbie seconded, motion passed 5/0. Executive session started at 7:28 pm with the Mayor, Council, City Manager, and City Clerk present. The Council came out of executive session at 7:38 pm.

The bills were reviewed. Debbie made a motion to approve the bills as presented, Chad seconded, motion passed 5/0

Dustin made a motion to adjourn the meeting, Debbie seconded, motion passed 5/0. The meeting adjourned at 7:45 pm.
